He can't speak spanish and he won't even know the 3 main cities from P.R.

There is a difference on being an American and an American Citizen. Believe it or not, It makes sense if you live in the U.S.

He is from philly with a Puerto Rican background, That's about it.

Actually, Danny Garcia can speak Spanish. He's fluent, but doesn't speak as fluently like his father for example. There's a video of Danny doing an interview in Spanish on youtube.
