Golden Boy lost a lot of money due to their high stable of cheats/cancelled fights so they had to drop VADA. Now fighters like Broner downright refuse to make a fight whatsoever if VADA is requested by the opponent. When you have guys like Love and Bey Jr still popping up dirty even without Vada you know it's a problem.

But it was also very simple, why ask for testing? If they fought and Floyd lost, he could just demand testing for Pac, and if it came out positive, they would have eliminated the first Loss from his record anyway. This happened to many fighters who got their Wins taken away from getting caught. And why would Pacquiao look like a punk and go with all of Floyd's demands, when Pacquiao was the biggest star at the time? And also, what if you were good at arm wrestling and defeated everyone, and I came up to you, and challenged you but first you had to get tested...how would you feel? It takes more than just power to win in boxing if he did took steroids. Pacquiao had the foot work, some defense, chin, speed, and stamina.

no, he's saying that the most likely reason manny refused to fight over PED testing is becuase he was dirty and didn't want to get caught cheating.
