because they are crap and no1 would pay to see him fight them. the exception being lara/trout and even then no1 is hyped over that. face it. most of the guys that ar mandatories shouldnt be anyways. u cant complain about the alphabet orgs and then complain about champs not fighting mandos. but boxing fans wanna have it both ways.
