There are TONS of hired guns for hits on targets in Brazil if you got the money to pay. It's so obvious this chick set up a deal with some dudes to carry out the murder on Gatti, then she would repay them once the money was transferred over to her. She knows how easy it is to get away with murder in her country so the plan was to get him over there to make it happen.
