If Mayweather had stayed with Bob Arum, he wouldn't have been in "The One" because he would have never gotten a fight with ODLH and achieved the type of fame and money that he has. If Cotto had stayed with Arum, he never would have gotten the Mayweather fight (which happened to be his biggest fights in his career in terms of the purse he earned).
If Pac had had enough sense to leave Arum, he would have already fought Mayweather at least once and would have earned more than he earned in his knockout loss to Marquez, his loss to Bradley and his fight against Rios combined. And if he gave a good showing, even in a loss, he would be making the kind of money that Mayweather is making now with all of his future opponents. Instead, he chose to stay with Arum and continue to accept $5 million guarantees when he could have been making $30 million guarantees if he had gone independent like Mayweather.

I doubt if this card would break the 1 million PPV mark and it would cost so much that the promoter would end up losing $10 million.

Let's keep it real. They can't match "The One" right now.
Here's what needs to happen in the future for them to get close though:
Bradley needs a decisive win over Marquez.
Manny needs a decisive win over Rios.
Bradley talking **** about how he "won" the first fight with Manny will drive the hype up for a rematch.
Main Event = Manny vs. Bradley
The co-main event simply needs to be a "farewell" fight for Cotto against Sergio Martinez. If Cotto can play up the fact that it's his "last fight" then that will garner hype.
Some of the other fights may be intriguing for us serious boxing fans (GGG vs Sergio,etc...) but those won't do the monster numbers.
