They could expand their market and do a co-promotion with the UFC. Former MW Champ Anderson "The Spider" Silva has been vocal about a potential match-up with Roy Jones Jr. and current LHW Champ Jon "Bones" Jones wishes to test himself against Wladimir Klitschko. These are two top tier MMA fighters who have expressed interest in facing their boxing counterparts, both are huge PPV draws in the UFC.

What would HBO/Top Rank have to do to match "the one"?

Nothing really because they don't have anyone in their stable (including Pac) that generates as much casual buzz as Mayweather. People love to hate this guy and will turn out in droves when he fights a credible opponent to see if he will lose.
Even after Pacquiao destroys Rios he won't have as much buzz as Floyd and there is no out there (besides Mayweather) that will generate that much interest.
If Pac/Floyd never happens then the Oscar/Floyd PPV buy record may stand for a long time....

I'm bias because I was there; but you have to have been at The One to understand how big it was only one fight could compare to that and IDK right now if it will which is Floyd vs Manny. Other than that there isn't ***** HBO can do to top that.
