Time for that fight has came and went to many excuses to be made for whoever wins now.

It doesn't really matter because this fight will never happen. Floyd's ego is now bigger than ever and Manny hasn't done jack **** lately to earn his way back to the top. He'll have to win more fights to earn his shot. Knocking out a face-first brawler in Rios will be a first good step, but it won't be enough to outdo his last three lackluster performances.

Having said that, if Manny looks well recovered and sharp in beating Brandon to a pulp, I'd buy a Floyd/Pac ppv. I think a good Manny makes an interesting and maybe exciting puzzle for PBF to solve.
And neither do most fans anymore. Same Poll:

How would a matchup between Floyd Mayweather Jr. and Manny Pacquiao in their primes have been decided?
              Mayweather by decision 47%

This fight will get made if Rios doesn't end his career.

True boxing fans have come to realize that a "prime" Pacman couldn't **** with Floyd. How much less can this version??

i could see negotiations happening.... but that's about as far as it would go.....

cos floyd would reduce pacquiao's position to nothing.... and as a man, manny still has his pride.... i guess he'd say **** it, if floyd started demanding too much.... that the fight should be at 154, pacquiao gets 20%, the ring size, the drug testing.... etc. etc.

Arum would have to come way down on his price. I don't think he's ready to cash out on Pacquiao yet. Pac still might have a few good fights left in him. This might take place during Mayweathers last fight. Can't count Pacquiao out yet.
