          Tagalog and American English language are both the official languages of the Philippines. Not one English language movie is sub-titled or dubbed and I'd say almost 100% of the road signs are in English.

          For a person to not be able to speak or understand English in the Philippines is looked down upon. To us, that is a sign of lack of education. My grandmother can understand but cannot speak English, as she is nearly 90 years old. But younger people are expected to be able to speak English as well as, if not better than, their own dialect.

            What information have I not validated? The one suggesting that English is an official language in the Philippines? Oh I have. The fact that you don't know that tiny bit of information speaks volumes about either your age or your lack of education. Or both.
