De La Hoya can never be called an ATG

His resume of opponents is arguably one of the greatest in history with greats such as Manny, Floyd, Hop, Shane, Tito, JCC on there but his list of wins is far less impressive with only a very old JCC being the only major name he's beaten besides the tier B guys like Vargas, Sturm, etc. based on wins alone he's certainly a very good fighter but never an ATG because an ATG wouldn't lose to every prime/near great he's ever fought.

He's not an ATG, technically, but because of his star power and recognition, that pushes him to ATG status with most people.

He's a legit HOFer, but not ATG status. You could argue his win over a prime Tito has him bordering legit ATG status. That's was the Manny/Floyd of that time.
