I think that I've accidentally mixed in to a wrong crowd. Arakawas are an obscure American Indian tribe reputed to be cannibals. There's an area in Japan that has a name something similar. When I was there in 1970 for the World Fair they were talking about bringing industry to Arakawa {(maybe Arikawa (?)}.
