Actually most of the fights with testing issues eventually happened as far back as Ward vs Abraham, Hopkins/Pascal, etc. Khan/Peterson was riddled with issues not only testing, but eventually reached an agreement. Unfortunately, the fight was canceled. Malignaggi wanted VADA, but the fight still happened. Bradley didn't get what he wanted in his fight with Marquez, but it is still moving forward.

Mayweather/Pac has no comparison.

I feel bad for Rios. On top of eventually being drained from having blood drawn, he's also gonna have a case of major jet lag. His sleeping pattern will be disrupted to the max and yet he moves forward to fight. I applaud him for having no fear of needles
