As you point out the fighters won't know when so they have to be ready to be tested at all times. But if Pacquiao got his 14 day cutoff he would know exactly when he would be free and clear of the testers.

Nope, we didn't. Initially what happened his own adviser came out, totally contradicted him and said he did not accept random testing up to the fight.
