I've already googled it and Cotto has stated that he wants to finish his career with Top Rank.
He says it in the video below which was from a few weeks ago:
I guess their's a chance that he'll change his mind but he doesn't seem like the type that would go back on his word.
EDIT: Steve Kim just chimed in on Twitter with this.
"Ok, is Cotto a 'free agent' or not? I hear differing things. If he is, if HBO paid over $3 million with no futures, people should be fired"

You think he got sued for 2 million for nothing? What happened to Pedro Diaz? And it's verbal, not a contract. Cotto will go back on his word easily if it benefits him more to do so. And he'd be a fool not to anyway.
