No he can't. That statute speaks to law suits in federal courts on the basis of diversity jurisdiction. Even if Solis claimed Canelo is a CA resident/domiciliary, thereby satisfying the diversity jurisdiction, federal courts court do not have jurisdiction for a fight in Mexico. That section works in conjunction with the statute for personal jurisdiction. There is no link between the state of California, Solis, Canelo, and a fight in Mexico to bring a lawsuit in a California federal court.
