What YOU fail to realize is this. You are allowed to attempt to tape a hand anyway that you want even under the rules until you are told otherwise. You can't tape a hand while someone from the other camp is not there even if an official is there.

That's why you have your most reliable guy along with a neutral official rule abider closely watching how the hand is being taped. When the person who is watching your hands being taped along with an official is in the other guys dressing room, they can say, "Can't do that, too much here, that's enough now tape here", and the official has to agree. This goes on all of the time. All of the time.

Margarito's incident was totally different. They collected evidence from Margarito's wraps and determined that there is evidence that he mayhave attempted to cheat, AND that this was a blatant attempt to cheat and suspended him.

Margarito? Uh, he cheated. End of story. As for the rest of your post, all that doesn't matter if Tito loaded his fists before BHop's folks got there.
