Hes def a ATG but not in the top 5. Even if he fought all of those guys before he retired years back. If you think about it. Look at Cotto, Margarito and others now. Its hard to even call them HOF. This era of boxing hasn't produced a lot of great fighters. But its w/e if boxers of the past can consider Mayweather a ATG then I won't deny it. Even though its shaky because of how lackluster some of these fighters have become.

I think he is both.He is an all time great but he is careful who he fights and when he fights them. He could have fought more tough guys in their prime than he did. Most of the all time greats had some tough fighters they could easily have fought but chose not to fight them. Right now he is ducking the 154 pound Canelo to fight the 152 pound Canelo. He might deserve to be in the top 20 all time greats.

floyd is considered a very good fighter if you compare him to c-class level of fighters.
but on a b-level fighters he's categorize as mediocre. so, he won't even be mentioned with the class-a fighters with the likes of ali, pac...

He's an all time great for sure, but when he is done many will talk more about who he didn't fight (you know the names) and when he fought guys past their prime than his greatness.
Add to the fact that for most of his career he didn't have a crowd pleasing style or any memorable KO's (maybe Hatton but then you have to compare it to what Pac did to him and Floyd comes up short.)
