It's the athletes responsibility to decide what goes in his body, there's even a little wiggle room the benchmark level of testosterone in drug testing is well above average to account for abnormality (not if you are using artificial testosterone)
Also what Mayweather does is commendable but still not even close to what is needed, year round random testing with publicly released results similar to the Olympics is the only way to prove you are clean. Many people who take PED's cycle on and off for months and during the off months it isn't detectable but you are still experiencing physical benefits from your previous use.
