Honestly, this is ridiculous.

Yes, he should be. Ward didn't hold any titles when he won the WBA Super title, so that should really have been downgraded to a WBA Interim title, with him having first crack at the WBA regular champion.

The whole situation was affected by the super 6 and has quickly descended into an absolute farce, with nobody showing any willingness to try and sort it out.
