Why exactly is that? The problem with marijuana is that it stays in the system for a long time (up to a month or so). This in effect leads to false positives--that is because the substance is not allowed in competition, but is not banned out of competition. Marijuana is not a performance enhancing drug, and this is not debatable. Unless someone wants to argue that recommended doses of ibuprofen is a PED.
It was legal at one time but the government figured out that it was relatively easy to manufacture (grow) and they couldn't regulate its distribution so they portrayed it as some lethal narcotic. Obviously, inhaling smoke is not good for our lung health but marijuana is for the most part, organic and our body metabolizes it very easily. We have natural cannabanoid receptors in our brain and produce a very small amount of the "drug" naturally, that is why you can get high off of only a hit or so.
It is highly soluble in fat which is why it takes so long to get out of your system. Plus, the half-life of tetrahydocannibinol (THC) is 7 days which is very long in contrast to other recreational drugs that are synthetically produced.
Compared to something like cigarettes, "weed" is actually better for your health. There are like 400 chemicals in the average cigarette compared to a handful in "weed". The thing is, it can be used to mask diuretics and other drugs illegal in the sport of boxing, which is really why Chavez jr used it.

In conclusion i think marijuana can benefit an athlete, i guess it depends on how they interpret the drug and how they see it through they're eyes.
