He was still messing people around with testing. The fight didn't happen because Pacquiao wouldn't do testing he now wants. What a pu$$y.....

Sure but there were many opportunities to get the fight made, for example right after Clottey Pac ran for congress and was done by may. That would have been a fine time, or any other. But the goalposts just keep shifting, in ridiculous ways: 14 days to 0, 50/50 to flat fee, only if signs with Mayweather promotions
