Hate to say it but Pacquiao has no one to blame but himself for the fight not happening. At some point you have to man up to your promoter and tell him what you want and force him to make it happen. Manny was not a Top Rank employee, he hired Arum to promote his fights. If he really wanted it to happen it would have happened. Shame on him for letting Arum dictate his career and let him take a fraction of the money to lose to Bradley and get put to sleep by a juiced (allegedly) JMM.
Arum's old and bitter, he could care less about the money anymore, he already has more than he can spend for the rest of his days.
Facts are facts, during the lawsuit it came out that they had an agreement drafted and Floyd was scheduled to sign it as written once Pac signed. Then we started to hear about needles and cut off times.
Floyd certainly has blame as well, but if Pac signed what was originally agreed to then he could have shifted all the blame to the Mayweather camp. As its stands Pac ducked that first negotiation.

Floyd could have boxed Manny in though regarding the drug testing thing. He could have said that he wished to clean up the sport and he wanted to join forces with Manny and implement OSDT for their fight. There would have been no way in the world Manny could have backed out of that and Manny would have come across as the bad guy. Instead Floyd, Oscar and his father and uncle went on a smear campaign which ultimately cost them all money.
Honestly, I think you're biased and it shows because you can't look at the situation as an innocent bystander. Like I said, I think Floyd would have boxed the socks off of Manny I just wish the fight was made so we could have seen it.

No way Golden Boy sends this contract unless Floyd had OK'd it. Arum told reporters he was taking it to Pac, when they came back the testing was suddenly an issue. After that broke down I believe Floyd didn't want the fight unless it was completely on his terms, has 50 has stated.
But once again facts are facts, contract was sent and refused. If Pac had signed it we would have had a fight, probably two or three by now.

Floyd had agreed to all the terms, including the $10 million per pound over the limit clause and 50/50 split on the money. They had negotiated the OSDT and Arum had told them it was not problem. In the lawsuit the actual contract was produced. It said Floyd would walk to the ring first but Manny would be introduced first. Floyd would get the headline on the card (It would read Maywather vs. Pacquiao).
