It's understandable since they work closely, but I think that's what a lot of us get confused about since promoters usually don't serve as managers.
Notice those 2 guys have long time proper promoters that HBO works with, Goossen and Shaw. Some of Haymon's guys are with GBP, so no HBO for them. But yeah, some of his guys are without a promoter (GRJ?) so HBO might be an option.

Yeah, Russell Jr. is a free agent but he's had event promoted by GBP so I wouldn't doubt he strays from TR fighters if Showtime's involved. Although, he keeps mentioning JuanMa who is with TR, so it could happen if it's TR promoting.
