people will assume that he was dirty in the past based off of his poor performance with the OST, if when he's clean been clean all along.

that's the reason. that, and you don't concede something like that in any negotiation.

if you're arum, and you aren't obligated to do something that could damage you (have a fighter fail an olympic test,) why would you agree to it?

you wouldn't do it simply because floyd mayweather jr says so. there has to be a reason. that's how a negotiation works.
      That's great.

But at this point considering how many of his peers are getting tested? Sorry im not buying Pacquiao never participating. A guy this prominent will never just say on his own regardless of Mayweather that he's doing it from here on out?

I expect more from a guy of his stature. That Floyd stuff is irrelevant now and has been for a while now. This looks bad imo. 10-20 years from now this era is going to be labeled boxings mini steroid era and Pac would have never taken a test? That's nuts.

Someone was talking about this being the steroid era. I tend to agree, look at all of the cheats getting busted left and right like Berto, Peterson, Tarver, Wach, Bey, Holt etc. It's crazy how many of those dudes were roiding up and who knows how long they've been doing it. It's funny how they bring up Pac when all of those dudes are the ones with steroids in their system, but you'll never see them bring them up. It's certainly not on their agenda. Their only mission is to slander Manny because he's seen as a "rival" to their master. Pathetic, I know.

I think this is how you choose to see how Pacquiao will be viewed, but what about the other side who believe Floyd's demands were simply a ploy to prevent the fight happening in the 1st place considering he'd never demanded such from any previous fighter? Pacquiao isn't going to be this poster child for PED's simply for not testing using a procedure that even right as we speak isn't the standard and or the most efficient. If he was caught or is caught that's a different story. But him choosing off the bat not to take the tests isn't going to do any harm whatsoever. If the roles were reversed you'd think Mayweather would let himself be bamboozled into taking a test just because the other fighter is accusing him of PEDs? Guys like Mosley and Roy have a bigger chance of being scrutinized in the future when talking about PEDs / Steroids because they've had actual cases/situations. Whether or not you think Pac is doping / using PEDs is one thing, but without proof any argument holds no weight whatsoever.

It is kinda funny that Floyd came in with full intentions on catching Pacquiao and other "foreigners" for being dopers and he just ended up catching all of his own friends and his own father's fighters.

                      That's comedic relief right there
