I find lists like this too hard because styles make fights and any one of my top 12 would be able to beat any of the others on a given night.

I have foreman, Ali, bowe & Tyson as my top 4 in any order

Then it's Holmes, Lewis, wlad & vitali 5-8 in any order

Then it's Holyfield, frazier, Louis & Liston 9-12 in any order

I think Louis is the greatest heavyweight of all time but as the years have passed, heavyweights have gotten bigger, hit harder and are quicker than they used to be and I think he'd struggle with the more modern athletes. I think bowe when focused had the perfect combination of size, speed & power to deal with anyone. Vitali deserves to be high because of his awkward leaning style, high punch output and the fact he throws shots from all angles, he has one of the most awkwardly effective styles of all time. He doesn't look fluid like some of the guys on this list, but I believe he is a fighter first and a boxer second. Lewis like wlad are two of the greatest champs of all time, they have size, technique, a high ring iq, but both have shaky whiskers which for me means they are a always a ko risk against the highest level. Foreman was crude but his power was phenomenal and his chin was granite. An old, fat version went 12 with a prime Holyfield.

That's it? How about elaborating a bit?

I think Ike is even more overrated than Vittles. He never proved he could beat a decent big man. His legacy is built on beating two short fighters, one without Bigtime power. For as much as I criticize Vits, he proved he could hang with the best in his loss to Lewis.

Do count your #1 choice and reasoning to be with h2h as both 60s/70s Ali?

Best versions of each fighter. For Ali I'd say the 1966-67 version was peak.
