The TE ration was 3.77/1, so that is quite high and not an average for a man his age at all. If it was the case that even athletes were in the range of 3.77/1 then they would all cause some concern. The fact that his was close to the 4-1 ratio made VADA test him more.
If he is allowed to use pellets to get to 3.77/1 TE ratio, then why should others, even if they are 2-1 not aim for 3.77/1?
If he is naturally low, then the 3.77/1 ratio obviously does ENHANCE.
