pacquiao training in the philipines during a training camp (where he will remain stationary until he goes to the US) is so much different than any boxer going on an international holiday where he will be moving from place to place in a foreign country and possibly travelling to multiple countries.

just come to terms with the fact that it is not practical to have 365 day testing for all professional boxers because at the moment you really dont have a worthwhile response explaining how it is possible

It may not be as comprehensive as Olympic testing, but Mayweather's testing is a start, and should be mandatory. There's no reason for professional athletes, in boxing especially, to not be tested properly for drugs.
