Thats absolute nonsense. Whats to stop Floyd from informing the agency of his whereabouts? Sorry, but you cant choose to opt out of testing because of your out of ring schedule(clubs, bookmakers, holidays etc.). You're either a professional sportsman or you're not. Did you think before you typed that?

He'll not be tested each of those days. He'll be tested randomly. This is a protocol to help the sport of boxing.
not his secretary is just common sense he would have more on then donaire.

the tested randomly bit is the whole problem he will be in one place and the people doing the test will be in another. This is obviously going to cause a problem.

How do you suggest a vada rep in las vegas puts a needle into mayweathers arm when he is in detriot?

I don't really compare fighters from different eras. But if you're so good that you're criticized for fighting the next best of your era because is wasn't even remotely close to being competitive. I'd say it doesn't get any more rarified than that.
You forgot to mention..Floyd made Marquez move up 3 divisions above to meet him in a catchweight fight but then he disregarded the catchweight agreement and came in 2 lbs overweight during the fight.

How can you gave Floyd a credit for this kind of win?

informing about his whereabouts comes back to my point about having to have a vada rep follow him around where ever he goes. What if he goes to ****ing india for a holiday? Do you expect vada to have a rep follow him there? Who do you expect to pay for this ****?

Same way they do that to Donaire when he is in New York. The bottom line is, if you're willing to do something, you'll find a way...If you're not willing, you'll find an excuse.

He's off to India now?!? Who pays for Donaire's? Floyd choses to constantly travel to far out places all the time, let him pay for it.

if its good enough for floyd its good enough for all professional boxers. I assume you agree with this statement?

Now out of every professional in the world, you think for #1 they can afford it and #2 they are all going to be accessable by vada 365 days a year?

just not practical to do it and you know it

Why are you making all these scenarios as an excuse? I don't know how they will do this, but they'll find a way. This protocol is not exclusive for USA.
