i'm a fan so maybe i'm a little biased, but i can't see what improvements have come from any supposed PED use.
he's all based on skill and speed, all of which he's had for bloody years, even more so in the past. his power has increased as he's picked shots more (compared to in the olympics etc) but again most of that comes from precision and devastating timing etc. he's not overly aggressive either, certainly not relentless unless he gets a taste of blood and goes for the kill.
ok it's not exactly scientific but i really don't see what possible PED use may or not have achieved for Rigo.

So you'd have to rely on the fact Rigon (and all his team rather) is a blond bimbo to not realize there would have been testing in the first place in order to dispute it now to mask PED use. yes he does but he did the same thing with the mares situation and came out looking like an idiot. so lets not take everything donaire has to say as fact. i'm sure riggo has a different side of the story.

I don't think so. drop off communications between Team Rigo and Team Donaire were the cause of the delays. I don't suspect Rigo at all.
