Yes you would need to download the videos off of YouTube or either use the videos which you may have saved on your computer. It's fairly easy to make to be honest, here I made my first cinemagraph gif using only Photoshop.

Hey I can guide you through it if you want me to? Do you have Photoshop cs5 or higher

You don't even need to download the video, as long as its under 10 mins just go to say http://imgflip.com/gifgenerator (free) copy and paste the YT link in.
Find where you want it to start, adjust to where you want it to end, adjust the quality/size. Usually its a case of the bigger you have it the lesser the quality.

The above is just an example, a free easy to use one but you can get HD ones etc but most require a sign up a load of messing around. If I had an account for one I'd give it you.
