this is a tough one imo, but in all honestly mosley's name is simultaneously tied to steroids/balco. i cant even see his name mentioned without pondering about how many fights in his career he was using steroids for.

i dont feel comfortable adding cheats to these lists that address greatness, hof, or atg.

Cotto gets my vote, though if mosley hadn't cheated it'd be close.

He was tied into the Balco scandal. It's documented that he only took the stuff before the second Oscar fight. They have the doping calendars to prove it. So i'd say it was 1 fight.
