There could be some errors in there, but those are the fights each guy had from 2000-2009.
So you can form your opinion based on that.
I'm tempted to go with B-Hop.
B-Hop fought in all title fights from 2000-2006 winning the 175 title in '06 against Tarver, and just dropping two close fights which many people thought he won at least one and some two.
He then went on to defeat Winky, dropped one to Calzaghe, which again some thought he won. Capped off the decade by taking Pavlik to school and then managing to squeeze one more fight in that decade in December of '09 by defeating Enrique Ornelas.

In my first post I even said Pac was deserving of the award, as he peaked in popularity at the right time for any of these all-decade award lists. It works the same with NBA, MLB, NFL. If you're hot in 98/99 or 08/09 it is the ideal time.

Probably Manny Pacquiao.
Definitely not Floyd Mayweather, who "retired" when the welterweight division started heating up in 2007.
