From what I've gathered in his interviews, he'll stay at 160 and go for bigger fights if he wins. If he loses, he'll travel back down. He has no track record at MW, so it only makes sense to go back down to 154 and pick up where he left off. Rosado is good with taking the risk because he has a back-up plan to fall back on.
