I don't know exactly why this is, but I assume it was an idea that the promoters Arum and King came up with. We all know that the sanctioning bodies are corrupt and can be bought and sold, so I'm purely guessing that King has some doubt that Judah will beat Mayweather, so even if Floyd wins, Judah will still have the WBA and IBF belts.

a fight this big needs to be for a title.

              The answer is simple.

Floyd's demanding the Lions share of the purse, and if the titles were on the line, technically, Judah would be entitled to more money.

Judah took a small purse to make the fight happen.

For him to have all the titles on the line and take a small purse would be unfair.

Both guys have admitted the winner will be the man at 147.

What will WBA and IBF belts be worth if Judah loses to PBF? Absolutely nothing.

Technically those belts would still be considered world champsionships, even if PBF becomes the true champ.
