It's a paper title. It means nothing. Though he is in a position where the Super WBA title isn't even being contested because of Mayweather's absence from the ring.

However, Trout is near the top of the division, so it doesn't really matter

Its a money grab by the alphabet sanctioning bodies. It allows them to tax fighters they werent able to before. Businesswise it makes sense for them. The WBC can holdout for the big payday with fighters like Mayweather, Canelo, and Chaves Jr. Meanwhile they also get of piece of the Trouts and Robert Guerreros of the world too. It makes sense but I still hate it.
