It was in an article I read last week, but the article has since been changed so perhaps there were legal threats or something. It provided quotes from Arum to the effect that testing was the commission's job and not the promoter's - whose job it was to make money, not spend it on testing.

By all accounts USADA/VADA testing is pretty expensive.
