First he said the commissions should be able to do their jobs and it was ridiculous to ask for tests.

Then he said WADA (not a testing Org) is more legitimate than the USADA even though they operate out of the same protocol...

Now he is saying that both the USADA and VADA are both legit and his fighter is willing to do either one, even though he turned it down recently.

Whether Pacquiao would agree to any form of testing:
