P4P rankings aren't like standard rankings where you need to go through a ladder of talent to get to the top. P4P is a snappy way of saying "all weights being equal, who's the most talented". Its not about who have you beaten to merit a place amongst your peers in other divisions. It's a hypothetical, and furthermore based on opinions to form some kind of consensus. We can argue(or agree) all day about the Ring's board being sh_t but at the end of the day it's not that bad of a list. Just my 2 cents.
