Vargas? (I think he on it in his early career)
    Julio Cesar Chavez (1st time)
    Whittaker
Quartey (was he on it? He was undefeated when Oscar beat him and had 8 title defenses)

I know everyone apart from Vargas and Quartey were on the P4P list for sure
Miguel Angel Gonzales was also on the P4P list when he fought and lost to DLH.

I don't remember if Quartey was on it due to his inactivity. But I've seen P4P boxers on the list without fighting for a while so who knows.

Chavez was on the P4P list during the first fight with Oscar...

He had only lost to Randall up until the Oscar fight and he won the rematch, he wasn't that far removed from his win against Meldrick Taylor and his "draw" against Whittaker.

First fight was in '96. This was your rankings in '95. And my bad, Quartey wasn't ranked when Oscar fought him. :

          1995

          1. Pernell Whitaker
          2. Roy Jones Jr.
          3. Ricardo Lopez
          4. Oscar De La Hoya
          5. Felix Trinidad
          6. Yuri Arbachakov
          7. Kostya Tszyu
          8. Rid**** Bowe
          9. Marco Antonio Barrera
          10. Terry Norris

Has to be Oscar. We are counting on the P4P list when they fought right? Then yes Oscar.

To answer the question though, I think it's something like this:

                Oscar - 6

                Whitaker
                Tito
                B Hop
                Mayweather
                Pacquiao
                Mosley

                Pacquiao - 6

                Morales
                Marquez X 4
                Barrera
                Hatton
                Cotto
                Bradley

                Whitaker - 5

                McGirt X 2
                Nelson
                Chavez
                De La Hoya
                Tito

                Mayweather - 5

                Corrales
                Judah
                Hatton
                Mosley
                Marquez

                Chavez - 5

                Whitaker
                Randall
                De La Hoya
                Taylor
                Tszyu

Pacquiao ...I don't think Pacquiao count because Pac was just supposed to be an easy picking gone bad. Hoya though he was going to get a free meal instead he got a meal he couldn't chew.
