I guess it depends on who is doing the rating. I rate him very highly at 154. In his prime he had a great defense, a great jab, and good combinations. Some may not know he was a converted right hander which accounts for his powerful right jab just as Oscar and Cotto are converted southpaws with great left jabs. For a natural right hander he had a good straight left.

      No.

If anything I think he's become overrated.

Winky has the honor of being able to tell his grandkids that he shared the ring with Fernando Vargas. He'll explain to them that while he did lose a totally fair decision,he was also able to hold his own and prove himself capable of competing at that level; later,of course, going on to pitch a shutout against Tito Trinidad, which does raise the question of whether Trinidad would have been able to beat Vargas without having to resort to such dastardly, wicked tactics.

        I suppose we'll never know.
