Berto didn't want the distance. His corner was telling him not to hold every round, and he wouldn't listen because he knew what would happen. After almost getting knocked out when he let Guerrero have some room, Berto initiated most of the holding, and Guerrero pulled him in and punished him for it. It was pretty much Berto picking his poison. A slow death by body shots, or a quick death by KO if let Guerrero have a step back.
I think Guerrero tried to create just a little bit of space, but the ref wasn't doing much to separate them, so he held Berto too and worked inside.
