That's exactly it. What's needed is out of competition testing for all fighters above a certain threshold, because two months of a well administered steroid program is more than enough to dramatically alter a guy's physique.
No one is going to pay for it though. The only way it will happen is if HBO get stung by a high profile scandal and start to insist on it. The promoters won't do it by themselves, it's too much of a risk for them. Even GBP are starting to sour on it after a couple of bad experiences recently.

... you mam are a ****ing moron. Today's standardized boxing testing needs a complete overhaul for the newer style PED's. Certain PED's get caught by urine and others by blood. Carbon Isotope testing isn't standard for urinalysis but that's how VADA caught Peterson... standard commission tests would've never caught him just like how they never caught Mosley(and Mosley testified that he took PED's). Marquez never tried to sidestep better testing to prove he was clean and ask for cut off dates and that other bull**** unlike someone else. I don't condone cheating unless it's against a fellow cheater. Others tried for an even CLEAN playing field against Pac but we all see what happened there... yet some morons still don't question it. If anyone is that concerned about Marquez cheating then why not ask their idol Pacquiao to use VADA/USADA FULL RANDOM TESTING! Oh wait Pac was offered that for the Bradley fight and turned it down... but he's agreed to use it to fight Mayweather once he's already signed a fight and isn't obligated to try to fight Mayweather. If I was cheated as many times as Marquez and seeing how Pac refused FULL RANDOM OST... I'd be hiring Hernandez and leveling the playing field too. Too bad Marquez can't level the judging too.
