You see, the problem you have is like most, you look at who and not WHEN. When Pac fought those guys, outside of Cotto, they where losers. Cotto had a title but like Hatton (WHEN pac fought him) fired his team (mental issues?) and had just been ko'ed (more mental issues?).
Most would agree that Cotto was not even the same after the margarito beating. At least they like to use that line when referring to the Cotto that Mayweather fought years later and at a different weight class (no catch to it) and ignore the one that Pac fought at a catchweight.
However I'm not discrediting that fight because that is by far Pac's best win at WW even though it was at 145 and even though Pac had already agreed to fight Hoya at 147 before.
Since then pac hasn't accomplished anything at WW but fight has beens and then force two guys that were not WW's up to WW when pac himself wouldn't even fight for a WW title unless (like his JMW "title") there was some kind of catch to it.
The funny part was that he had fought at 147 once before but wanted an advantage to win the WW title. Just like he wanted the advantage vs Cotto in a rematch.
You ask who should have pac fought at WW? Well Mosley when he was the WW Champion would have looked good.

Maybe any top WW? To this day Pac has never fought a top 3 WW/JMW let alone actual Champions of either weight classes. His run at WW and JMW is weak, VERY weak. It has names.... but names that where just that when pac fought them. Much like Ali was a name when Trevor Berbick beat him. We don't go around saying Trevor Berkick is an ATG because he beat Ali...
