Let him take on a couple of the above names, make a bigger name for himself then jump up to take on the Welters.

Im not so sure he stops Garcia let alone beats hims. But I agree there are some great match ups at 140. Rios vs Peterson would be a great fight IMO, but Matthysse vs Rios is probably one the best fights that could be made right now. I think Matthysse stops Rios in a war.
