He may have made those comments earlier in his title reign, but once the boxing public pushed for a Dempsey/Wills title fight (a fight that was frowned upon during Dempsey's first couple of years on top), Jack seems to have changed his mind/opinion about defending against black fighters...
In 1922 Dempsey declared in the newspapers that he's "hoping some promoter can come up with the right guarantee for a match between Harry Wills and (himself)."
A couple of years later Dempset also made the statement to the press that he "will fight Harry Wills for any promoter who can induce Paddy Mullins to sign a fair contract for a match."
Are you going to ignore those statements made by Dempsey, which are in conflict with your "he won't fight blacks" and "refused to give a black man a shot" declarations? Or are you going to ignore the fact that Dempsey actually signed to meet Wills in both 1924 & 1925 (I presented a photo of the signing earlier in the thread)?

he wasn't a racist. his manager or promoter didn't allow him to fight black fighters. dempsey signed the damn contract to fight wills, so how could he be avoiding them?

What racist comments? Quote them. Prove to us all that you're right and we're wrong.
Cuz, see, the only comment which could be construed as racist that I have ever heard from Dempsey is when he said, "I will not defend my belt against a Negro." That's no wrose than anything Jack Johnson ever said. Furthermore, Dempsey later changed his mind. Johnson never did. You have a shaky thesis.
