Bad matchup. Put it like this...Arum cashes out Pavlik against Julio. If Julio wins (which is likely at this stage of Kelly's career), then Julio gets "built up" to fight Ward.

That may seem like a mismatch, but Bob bringing up Chavez Sr.'s history of beating more skilled fighters, will make this happen in the next 2 years.
