It was Never ment to be what it has become( a popularity contest) there should not e a list of P4P fighters it was ment as a title for 1 man SSR because although Joe was the HWC pound 4 pound he would not beat SSR

The term was actually first used to describe Benny Leonard not Ray Robinson, but because of Robinson's acceptance as P4P#1 people assume it was used to describe him first.
