Naseem Hamed vs Pernell Whitaker at super-featherweight

Can somebody help me out and tell me why these two are even matched up at this weight, which, if I'm not mistaken, NEITHER of the two have ever fought at in the pros?

Whitaker's slight 5'6'' inch frame befits the size of a featherweight much like Hamed.
