To answer your question, because you obviously wont or dont have an answer for mine, is that yes i would think a man/women is innocent if there is no evidence until the moment comes up where they are given the choice to clear their name or let it go on. Pac choose to let it go on for years, with many excuses, and even when the oppurtunity came after he supposedly agreed to be tested he still declined.
