As I said Bradley has faced one top 140lb fighter in over 2 years in that time span he will have also have fought as many times at a higher weight class.

Bradley resume is better than Khan resume at 140.
Bradley is the man at 140 not Khan.
And, in terms of who the the better fighter is regardless of resume. Bradley is the more well rounded fighter.
There really is no argument to be made for Khan.

Being an elite p4p fighter is a different story.

People always have varying standards when it comes to a fighter being "elite" but when you are the best in your weight class (a decent weight class at that) I find it hard to argue against him being elite.
e·lite/iˈlēt/ A group of people considered to be the best in a particular society or category, esp. because of their power, talent, or wealth.
As I said Khan being arguably the best in his weight class makes him elite by the very definition of the word.
The same thing could be said about Adrien Broner. He's the best fighter in his weight class, does that mean he's elite? He's not an elite fight, despite being the best fighter at his weight.
