It's not up to the Khan team, the Petterson Team, or Golden Boy if the fight can still happen; it's up to the NSAC. If he tested positive and an explanation explaining it can't be made then the fight is off, it's that simple.

It's also up to Golden Boy more so than NSAC. Because, he wasn't caught by the NSAC testing.
